There could oe no dominant Power m those vast waters. Japan wanted her share, but not that washing the American continent, for there she had nothing to do. similarly she had no interests m Hawaii or the Philippines capable of clashing with America,, but she meant to be one of the dominant Pacific lowers within her own sphere of influence m her own part of the ocean.
