CUBA AND FOREIGNERS.

The Herald states that a Bill has been introduced into the Cuban House of Representatives prohibiting foreigners from owning property in the island, and providing that transactions in progress shall be suspended. ,Americans have thirty millions sterling invested, and much British capital is invested in the railways.
