LORD MORLEY'S REFORMS.

LONDON, February 20. The Dacca correspondent of the Times says that the predominant feeling in the civil service is that some of the reform provisions are dangerously unwise. It condemns Viscount Morley's frantic haste to make a paradise for the Hindu middle classes. The mass of the cultivators will have less protection than hitherto. Election to the Provincial Councils without a right of veto will admit undesirables. This part, is more objectionable than admission to the Viceroy's Council.
