ANARCHISTS—AN ALLEGATION.
BRUSSELS, February 20. Belgian anarchists state that Seiliger's bomb affair was organised by agents in order to give an excuse to Belgium to drive refugees into the hands of the Russian police.
(Seiliger, a Russian; anarchist, on being arrested in his lodgings at Ghent, shot and killed a policeman. It was reported that Seiliger had manufactured a. bomb which he intended to explod© at the residence of. the Belgian Minister; for the Colonies.)
