Per Press Association—Copyright. (Received July 30, 5.20 a.m.) THE HAGUE, July 29. At the Peace Convention, America, Germany and Portugal, were tho chief advocates for obligatory arbitration. Owing to clamour of the disappointed British peace enthusiasts, it is understood that the British delegates have been instructed to give a warmer supportto the American peace proposals.
