United Press Association—Per Electrio Telegraph—Coypright London, May 22 A large Japanese force is deploying oa the Russian flanks. Owing to a premature melting of the ice, on the river San gar i, many Russian carts filled with supplies vrere" lost, and the drivers drowned. St Petersburg May 22 Admiral Birileff starts from St. Petersburg for Vladivostok on the 25th. The Czar has instituted a permanent State Defence Council, under the Presidency of the Grand Duke Nicholas, to ensure adequate development of the fighting forces of the Empire. \
