The Czar Blames Everybody,
Received Feb. 2, at 8.47 a.m. St/Petersburo, Feb. 1 Prince Mirski's resignation has been accepted. ■■-.'•.■■■'■..■■". The Grand Duke Vladimir affirms that the instant he heard orders given to fire on the 22nd, he ordered pacific measures to be taken.. The.senior officer replied" that he was unable to guarantee the safety 6E the Palace without force, and made strong personal representations.. The Czar is blaming, the Army, the Church, and the Government for- striking aggrieved workmen without giving them a hearing, thus committing an unexpiable crime.
