An Officer Reprimanded.
United Press Association—Hy Electric Telegraph St. Petersburg. Jan. 31 A proclamation purporting to be signed by Father Gapon, has been circulated at St. Petersburg, advising the workmen to resume work, and avoid provoking the authorities, since an immediate revolt must result m terrible disaster and useless sacrifice of life. Count Lamsdorff haa reprimanded General Eudneff, and ordered the removal of the placards at Libau and elsewhere, and hns directed the Governors of the various districts to avoid such incidents. He has expressed regret at the unfortunate attacks made on the English Consuls at Warsaw, and has directed a strict enquiry into the incident. The military attache at the British Embassy at St. Petersburg ha 3 been sent to Warsaw to inquire into the outrage on the Consuls.
