United Press Association - By Electric Telegraph —Copyright. St. Petersburg, Dec. 28 The Grand Duke Sergius resigns the Governor-Generalship of Moscow but retains the military command. Boulygiane, his assis ant, is provisionally Governor, and eventually Moscow will be reduced to a simple prefecture. General Tadpoff, chief of Police at Moscow, resigns.
