The Zemstvos Again Rebuked

Prince Trubetskoi, presiding over the Zemstvos Congress at Mosoow on Monday, referred to the regrettable war and to the country's grave economic crisis. Mirski's assurance that he had confidence in the people had given the Zemstvos new energy to serve the State. They had confidence in the Emperor and believed the time was near when the Imperial will would change the present bureaucratic regime, which estranged the supreme power from the people, and when freely elected representatives would be invited to participate in legislation. Prince Trubetskoi also advocated equal rights of freedom in speech and religion. The Congress resolved to congratulate the Czar on the birth of his heir. The Government has issnodjk statement rebuking the municipalities and theZemtvos for asking for reforms, thereby, causing discord in the state life and holding noisy meetings. TheZemtvos must restrict discussion to legal limits. It is expected that Prince Mireki will shortly resign,
