Canadian Precautions.
Ottawa, Feb. 27 Lord Dundonald, commanding the Canadian Militia, in the course of a speech said that Canada had just approved of the establishment of, a citizen army a hundred thousand strong. This was a Par Eastern object lesson, which showed the difference between Powers which were ready and those that were unready fo-r war.
