General Kuropatkin, the now Russian Comraander-in-Chief in Manchuria, has been Minister of War since 1898. He waa born in 184-8, and is thus 56 years old. He is a 1 nobleman of the Government Pskov, and received a military education, entering tho army in 1866. Sinoe 1874 he has been attached to the General Staff. He has been on several scientific expeditions t>> foreign countries. He has served in Turkestan against Bucharia in 1887, in Algeria with the French in 1874, in Bulgaria against the Turks in 1877, and in Middle Asia against Akhal Teke in 1880. He has innumerable Russian and foreign decorations, and has published many books on his experiences. He first became famous as chief of staff to General Skobeloff when he held the rank of captain only. la the fighting in Bulgaria he was left: for dead at Shipka Pass.
