London, Feb 23 Japan agrees to Colonel Hay's proposals if confined to the regions uuoccupied by Russia., so long a^ Russia doas the same, but expressly exempts Manchuria. Russia replied that she was ready to join the other Powers, in safeguarding China's neutrality while China was strictly neutral and Japan abided by her engagements. Admiral Alexieff and staff have established their quarters at Hurbin.
The " Sviet," the organ of the pan-Slavists declares that no matter how long the war lasts it cannot cease until Japan has baen expelled from the mainland and Russian supremacy has been established in Korea.
