The Steamer Castillian. Fiw York, March 15 The steamer Oaatiilian is a total lose. The Kaiser and Mr Rhodes. Berlin, March 15 Mr Cecil Rhodes has arranged that the trans-African railway and telegraph lines will traverse German territory on the eastern side of Lake Tanganyika. Mr Rhodes found the German authorities m complete accord with him, but had Germany hesn averse Mr Rhodes had an alternative scheme for carrying lines through the Congo state. Germany's Proposed Military Increase. The Reichstag rejected, by 20 to 141, the Government proposal! for increasing the peace effectiveness of the military. The Reichstag also rejected the recommendation of the Budget Committee, which already had made a considerable reduction on the number* of the proposed additional forces. This action was taken despite hints by the Government that the Kaiser was strongly m favor of strengthening the army, and was dominated by a strong sense of responsibility and of solicitude for the safety of the Empire.
