The feeling of the European Powers, or at least of several of the Powers, is believei
to be unfavourable to THE ATTITUDE the American policy OF THE m regard to Cuba, and, POWERSt although they will, ac-
cording to Cible messages, remain neutral during hostilities between the United States and Spain, ctiey will, when the war is over, makß their voices heard m deciding the terms of peace. Some weeka ago the Vienna correspondent of .the London Times telegraphed to hia journal an abstract of an article published m the Russian newepaper, Novoe Vremya, which he thought deserved attention as giving an accurate account of the views and intentions of ah least three of the great Powers. The article asserts that lha United States is well aware that m dec'aring w^r against Spain if couldnot count upon the approval of any of the European Powera. All, h alleges, would sympathise wth Spain, if not actively, certainly by categorical protests against President MpKinlpy's conduct, This is also well kn >wn ab Madrid. "Therefore," continues the Novoe Vreniyo, writer, "it is hoped Spain will not fall into th i trap laid by Washingtoe, for she has so far no seriom groundc for declaring war, and measures should immediately be taken m order that she may not have suoh grounds m the future. The European representatives," oncludes the article, " will notify the Washington Government of their opinion that war is not desirable ; and it is to be hoped that President McEinley will realite the disadvantage of such general censure, and will not allowhlnaself to be egged into war by American speculators."
