Germany, we read, is being driven towards the sea, and means to have a great navy. Her mercantile marine even now is greater than that of Prance, and, though not comparable with tha English, "it is manned exclusively by Germane, and not by motley crewa from every nation under Heaven The real object in creating a powerful German navy is to prepare for a struggle with Great Britain. Hence hatred of England is being instilled daily and hourly into the German people by learned writers, by professors, essayists, and j urnalists. Even in the schools the doctrine is taught that England, and not BVance, is the enemy of Germany. Only a few weeks ago a professor in a gymnasium in Southern Germany, whin giving a lessen to the boys on the subject of Bonaparte's expedition to Egypt, im- \ proved the occasion to deliver a tirade against England, and to prophesy the formation of the great coalition that was to compass her downfall. There is no question, of course, of Germany measuring herself with England on the j sea. William 11. and his advisers are well aware that it would be madness to attempt it. They know th»t the only chance of overthrowing England is in concert with another great maritime Power. Hence an alliance with France is becoming the governing idea of the German mind, and is the necessary outcome of the policy of colonial extension. The idea of an understanding between France and Germany is also growing in the former country. French writers have urged that British colonies might be given to Germany in exchange for Alsace and Lorraine; and o her schemes have been put forth for the purpose of satisfying French feeling with regard to these provinces." The conclusion is that " all points to the advisability of an alliance between England and Russia."
