Mr Balance's Ministry a new Cabinet has been formed, and the administration of the country's affairs, though deprived of what was the master mind and hand, will go on without a break. Though technically Mr Ssddon, on being sent for by his Excellency tha Governor, formed a new Ministry really there is no change in personnel from that which conducted, the public business during last session, and possessed the confidence of th«a country in so doing. Mr Seddon then showed the possession of many of the be3t qualifications for leadership, and it is proper that he should now succeed the leader whose place he then temporarily took. The new Premier, the whole. Ministry \ and the Liberal party, are to be congratulated upon the course taken —Mr Seddon on his accession to the high position of head of the Government of \ the colony, the Ministry on their unity and loyalty, and the party on the crisis being surmounted without any check to the progress of Liberalism. Mr Ward's appointment to the responsible post of' Treasurer" was inevitable, as his greit business talent, prudence and foresight have been so marked in many ways since he entered the House that his comparative youth must be overlooked, and he must be regarded as having already established his reputation as a financier and politician. Ihe other changes in portfolios are unimportant, and the members of the Ministry will meet Parliament well informed of the business of their respective departments. Much has been said and written at this juncture respecting Sir Kobert Stout's attitude. We have not been with those who regarded his inclusion as essential to the formation of a new Liberal Cibinet, great strength as he doubtless would be. Had the Liberal party been weak in possible Minister* the course might have been followed of placing Sir Robert at the head of the Cabinet, but there was no necessity for such a course, and it has not been taken, but he has been left to first gain a seat in the House, leaving further developments to the future. He could scarcely be in the House without being in the Ministry, and in the re-arrange-ment of offices that h&s been made room is left for Sir Robert to ente£ without disturbing the solidarity of ttie" Cabinet which Mr Seddon has formed.
