London, April 28. Mr Gerald M. E. Loder, member for Brighton in the House of Commons, moved in favor of the penny postage throughout the Empire, but withdrew his motion on the Postmaster-General declaring that it would involve a loss of revenue of j£ 100,000 beyond the loss resulting from the recent reduction to 2|d. Moreover the sanction of the parties to the Inter-State Postal Convention was necessary.
