Paris, Decembers. All recipients of cheques from Baron Reinach deny they were bribed. It is believed that in several instances the names of real recipients were not disclosed and fictitious names substituted. M. Charles de Lesseps denied the statement that he had sent an emissary to members of the committee on the Panama Lottery* Loan Bill, offering them large sums of money to support I the measure. The Radicals wifih to suspend the work of the Committee until the trial of the directors of the Company i* concluded. . ■ , In the absence of the Government, the Chamber voted " urgency " for a Bill granting the Panama Canal Committee extensive judicial powers. THE FRENCH CABINET. M. Ribot has succeeded in forming a Ministry. He will beMinisler of Foreign Affairs- M. Loubet, minister of the Interior; M. Bourgeois, Justice. The Cabinet is otherwise the same as M. Loubet's, except that M. Ricard, formerly Minister of Justice, and M. Roche, Minister of Commerce, and Colonies, are excluded. THE EASTERN QUESTION. The " Figaro " has reported that the Grand Duke Sergius has given Mr Gladstone most pacific assurances that the Czar has vo intention of settling the Eastern question with French assistance. St. Petersburg, December 6. Russia is opposing the demand of Roumania and Bulgaria for permission for their warships to pass through the Dardanelles. Sovia, December 6. Montenegro has quarrelled with Russia, and is making overtures to Bulgaria.
