Melbourne, August 28. In the) House of Assembly last night the Federation Biir was further discussed. In chapter 3, federal judicature, an amendment, providing for the retention of appeal to the English Courts, ;;W,aa negatined; In chapter 4^ finance and trade, a new clause was m<Ji>(edi,iby Mr Deakin, to - enable; any State to suspend the operation of the federal tariff for five years, : was negatived by 35 to 30. In chapter 5, clause S, providing for the appointment of the Governor of a State by the Parliament di a State, was struck out. In chapter 6, new sitaites, in clause I, Admission of existing' 'colonies to the Commonwealth, Sir Bryan O'Loghlen snbmitted an'i amendment excepting New Zealand from admission to the federation, which was carried by 38 to | 20. The Bill was reported with amendments. Hobart, August 28, A Bill has passed through the Committee of the House of Assembly, providing for the election of a convention of fifty members, by the Assembly electoral roll, to consider the Federation Bill.
