Wellington, August 28. The Council met at 2.30 p.m. BOOK PURCHASERS PROTECTION BILL. The Book Purchasers Protection Bill was committed and reported with verbal amendments. '.'■ ■ FACTORIES BILL.' The Factories Bill was considered in Committee. - , ' Clause 3 was amended so as to fix the minimum age at which a child may be employed in a workshop at fourteen years instead of thirteen. In the same clause an amendment was carried providing that a factory shall mean where " six", persons are employed, instead of " three" as printed. ■ : Ats p.m. the Counciladjourned till 7.30.^ The Council resumed at 7.30 p.m. ; In Committee on the Factories Bill, clause 23, empowering the inspector to take extracts from the factory books was struck out. In clause 35, exemptions from lime washing, breweries, malt houses, seed cleaning, and flour mills, and sugar refineries, were included in the exemptions. A new clause was inserted, forbidding factory employers to work females for more than forty'eighb hours per week, and between six at night and I seven in the morning. CJause 62,. no cliild to be employed under fifteen years, ' unless he has passed the 4th standard, was struck out. The female type setters clause was altered to make the minimum age fourteen years. Clause 72 was amended, prohibiting inspectors from communicating claims for exemptions under tlie Act to local Trades' and Labor Councils, A new clause was, inserted,, enabling newspaper runners to sell and deliver papers after one o'clock qii Satur^ daysi Progress.was reported, and leave given to, sit again on Tuesday, The Council roste at 10 pan..
