At the mercantile marine conference now proceeding here, the shipowners representatives have completed their case, and the delegates of the employees are now engaged in atating theirs. THE NEW HEBRIDES. Intelligence is to| hand that a French military post has been formed in the New Hebrides. CABLE CHARGES. It is intended to increase the charge for telegrams between Australia and New Zealand from October 1. The proposal is meeting with great disfavor here, and probably the Government of this colony will Le urged to join with New Zealand in renewing the subsidy in order to secure a reduction of the tariff. Melbourne, September 29. Communications are passing between the Governors of New South Wales and Victoria with the view of preventing the threatened increase in the cable tariff between Australia and New Zealand, and the Victorian Government, it is understood, favors a general contribution by the colonies to all Australian cables on the basis of population. Mr Warren, Superintendent of the Eastern Extension Telegraph Company at Lowheads, Tasmania, has wired to the London office of the Company, suggesting that the proposed increase of the tariff be postponed for a month to allow of further negotiations.
