At to-day’s Conference, the question of the constitution of the Federal Council was discussed, but the debate on the subject was adjourned until Monday next. A telegram from Sir Arthur Gordon to Lord Augustus Loftus, relating to the decision of the Conference to appoint a committee to investigate the powers of the High Commissioner for the Western Pacific was considered and a reply was resolved upon.
