By the " Oberon" from Invercargill on Tuesday, we received copies of the " Southern News" to the 6th inst., ' from which we observe that the election of members to serve in the Provincial Council was to commence yesterday, the last nomination day being on the 22nd inst. M'Glashan for several mistakes which escaped our notice in the publication last week of the correspondence between him and the Superintendent relative to Dr. Knight's report. A Provincial Gazette, issued this week, contains among other notices, Mr. Thomson's Report on the Tupeka Gold Fields, and the appointments of Charles Logic, Esq., to act as Provincial Treasurer pro tern., and Mr. Colin Allan to be Immigration Agent, in room of Mr. James Adam resigned ; also the Governor's proclamation (see our advertisement columns) anent the importation of cattle into New Zealand, and the following Orders regarding Rations for Debtors confined in Gaol:— , - Rules for Debtors' Prisons, 22nd Mai/, 1861. The Judges of the Supreme Court, by virtue of the provisions of the Prisons Ordinance, Session 7, No. 7, sec. 6. Order that on and after the Ist day of July, a. d., 1861, the Debtors confined in any Gaol within the Colon}' shall, if not otherwise provided for, receive rations upon the mostliberal scale allowed by the rules in force in such gaol in the case of convicted criminals ; ,',"/' Provided that no person receiving, gaol rations shall be allowed, except upon certificate of the medical officer attending the Gaol, to receive any additional food from wiUiout the prison : Provided, also, that in case of any breach of prison discipline, or any insubordinate, threatening or insulting language or conduct comV mitted or used by any debtor within such gaol, the gaoler may apply to any two Visiting Jnstices, who may thereupon order that such debtor shall be allowed rations on a lower scale. .
