MELBOURNE, April 24. lhe Committee on Public Accounts of the Legislative Assemhly appointed l to inquire into the action of Sir T. Bant when Treasurer in December last .in pay, ing salaries and otlicr accounts against parliamentary authority, reports that tha payments were made without tho warrant of tho Governor, as Supplies voted by Parliament were exhausted, and the Governor could not issue a warrant. Tho committco recommends that legislative measures be introduced on Canadian lines, providing for penalties against tho Treasury or its officers signing orders for payments without- the authority of Parliament.
