CAPE PROVINCE.

ANMJAL COUNCIL MEETINGS. The Cape I’ruvince W C.T.U. was unihlt to hold a Convention this year, hut, us provided hy the Constitution. an Executive Council was held in Cape Town, lasting three days. This. Council had full Convention powers, and war attended by fifteen officers and leading superintendents. The Corresponding Secretary's report showed the* much hard, faithful work had t» ,u accomplished by the local ITnc .» throughout the Province. The men bership wits now over 2000, besides nvay Juniors and Litile White Kibboners. Much hard work had been done in connection with the Liquor Amending hill, which should have l*en brought forward during the last Session of Parliament. Some little organisation work had l**en done when the President and the Recording Secretary (Mrs Maskew’ Miller and Mrs Anderson) had visited some of the I'nions near and around the Western District, and the I’nions reported having received much help and fresh inspiration. It was hoped that more organising tours would lie arranged in the coming yesr. An excellent address was delivered by Mrs Maskew Miller on the first day of the Council. In the course of this address, Mrs Miller paid a high tribute to the memory of Mrs E. J. Geard, of Port Elizabeth, who had passed away a few months earlier. Mrs Geard had been an efficient Treasurer for many years, also u valued Vice-President, and for some years the President of the Province, and also Editor of the “White Ribbon." In spite of nuciy changes and removals, there was much to be thankful for. The more one studied the work, Mrs Miller said, the more one realised the importance of education ami legislation The former embraced all the departments, for not only members, but the general public need enlightening on the many aspects of tne Drink Problem.- While the educational side of the work was stressed, sight should not be lost of the importance of keeping a close w atch on any attempt to amend the Liquor Rill, which wi 1 provide increased facilities and hourt of sale.

The Superintendents' reports showed mi reused activity in many departments. The Superintendent of the Grape Product* reported that very satisfactory work had been accomplished. Most of the Unions hud participated in the Raisin Campaign, and many effective listers, telling of the value of raisins, had been displayed in prominent places in the various towns. The work among the non-Europeans was very encouraging. There are now* 16 organised nonEuropean local blanches, all doing good work. These have addresses on Scientific Tempe Vance, they arrange raisin fetes, do Flower Mission W"»rk, and they have nearly three hundred Little White Ribhoners. etc. A public meeting was held in the interests of the young people, when the V report for the year was pre-
