Bluff llill, Napier, October 20th, 1899. To Treasurers of Branch Unions. Dear Madam, With a view of securing speedy returns to the Treasury, and in the interests of our new Unions, I have decided to issue my yearly circular a month earlier than usual. My duty this year is accompanied with much pleasure, seeing that the grand increase of our membership is likely to strengthen our whole management, and to lessen the necessity of appealing for

extia help in addition to our capitation. The demands on the Treasury last year were rather heavy, and but for the timely help and magnificent donation (£*2o) of Mr Isaac Wilson, of Kaiapoi, the extension of our work would have been hampered and held back for the want of funds. Though the yearly balance-sheet informs all branch Unions of the financial position of the New Zealand Union, an additional statement in this circular will not, perhaps, be out of place. Only Wellington saw its way to answer my appeal for extra help, and donated £l. By my own efforts £T6 were added; and this, united to Mr Isaac Wilson’s gift, has been the means of giving all necessary support to each aim and object of the Union, and paying all demands. While, however, our position is extremely satisfactory, I would still urge that the giving of donations be kept in view, so that the largeness of our work may be emphas sed. Keeping in view the approaching xh of our Temperance question, and before the twentieth century present, itself, I would dutifully remind those Unions who are in arrears, to please forward me their dues. Capitation Fees should always represent a year in advance.

Memo. —Several of our new Unions have already sent me their capitation, so that the latter part of my previous remarks does not apply to them, nor yet to those of the older Unions who have also forwarded their dues. Where auxiliary Unions have been in existence only two or three months, I do not think it will be necessary to send me a balance-sheet this year. I should prefer that all moneys reach me not later than Jan. 31st, seeing it is the wish of the Executive to hold Convention as early as possible in February. Miss Powell, our Corresponding Secretary, is leaving for England as near the month of February as circumstances will allow. Memo. —ln sending both New Zealand and World’s capitation, please state clearly the number of your members, as agreeing with money sent, and say the year each sum represents. The following should be sent with out fail, and at your earliest convenience : Your (a) New Zealand Capitation, (b) World’s Capitation, (r) Annual Balance-sheet.
