A Nationalist procession in Ulster is proclaimed, that is forbidden, by a military officer who is himself the head of the Carson army in Ulster. In effegt, therefore, the Nationalists see British government in Ireland committed formally (as it has always been actually) to their adversaries and plunderers, the Orange and Unionist combination in Ulster.
