Constantinople, April 4.— Tbe Grand Scheriff of Mecca has issued a proclamation declaring El Mahdi an outlaw, and notifying all true Mohammedans that the English have the right to treat him as a common murderer. The proclamation goes on to declare that El Mahdi has maseacred hundreds of believers, and caused the murder of Gen. Gordon, for whom prayers had been offered up at Mecca, as a friend of Mohammedans. • >..>.-
