"C. B."— We gavean ordinary, not an authoritative, answer to a direct question. A newspaper controversy on the matter can produce no good effects. A simple statement of the rules should put an end to all disputes, and might, perhaps, be published with advantage. We do not, however, pretend to speak with any authority.
