FRIDAY, JULY 19.

The D.P. Bro. Thomas O'Connell presided and opened the meeting in due form.

All the officers were present as well as those Delegates in attendance at last meeting.

The D.S. reported having received no correspondence from Melbourne.

Delegate Bro. D. O'Sullivan then proposed his motion postponed from last meeting, viz. ; — " That a Delegate from this Board proceed to Wellington to have the Society registered, and that all expenses incurred thereby be defrayed by levy." This was seconded by Delegate Bro. John L. Pope.

District V.P. Bro. Joyce thought that the E.D. Melbourne should be consulted ere finally settling the Registration.

Delegate Bro. D. O'Sullivan concurred in this, and consented to have the following added to his motion — "and that the district officers be empowered to make such arrangements as they may deem necessary to carry out the motion." The amended resolution was then pat and carried.

A letter accompanied with a tabular form was read from the Dunedin Branch, showing that the present proportion of contributions allowed the Incidental Fund was insufficient to pay all demands on that fund, and requesting the Board to increase its proportion.

A lengthy and animated discussion here ensued, it being generally acknowledged that it was unwise at the present to interfere with the proportion of the various funds.

Delegate Bro. O Sullivan pointed out that the Dunedin Branch paid more for their Medicine and Medical attendance than the Christchurch Branch.

The D.P. suggested that the Dunedin Branch members in order to increase the Incidental Fund, might impose a levy upon themselves to the amount of le. 6d. per member till such a time as tie General Laws were being revised for Registration.

A letter was read from Invercargill Branch, suggesting a chanfg* in the apportionment of the different funds, the abolishment of Quarterly Returns and Half-yearly Board Meetings, and pointing out a means by which it would be compulsory on branches to send Delegates to Annual Meetings.

The Delegates and Officers whilst agreeing with a portion of the suggestions from Invercargill considered it prudent to abstain from interfering in part with our present Laws until such time aa an alteration is made for registration.

A. letter was read from Mr. R. Carroll, formerly D.V.P., claiming the sum of £8 10s as expenses for having tried when in Melbourne last year to settle the Funeral Fund with Executive Directory. A letter bearing the signatures of Messrs. E. Carroll, Michael Gonnellan and J. T. Harris, past District Officers, was also read supporting the claim.

District Secretary Bro. E. O'Connor said that there was nothing on the minutes authorising this Brother to act for the District, and the Balance-sheet and Report for half-year ending January, 1879, state that all claims were settled previous to District Board removing to Christchurch.

Proposed by Delegate Bro. C. Sexton— " That Bro. R. Carroll's claim £8 10s re settlement of Funeral Fund with B.D. be paid.*' Seconded by Delegate Bro. D. O'Sullivan.

D.V.P. Bro. J. Joyce said that it appeared that Bro. Carroll re* xnained in Melbourne on his own responsibility, and he thought therefore he was not entitled to £8 100.

Delegate Bro. D. O'Sullivan said, that though Bro. 11. Carroll may not be legally entitled to bis claim, he considered him justly entitled.

Delegate Bro. John L. Pope considered Bro. R. Carroll no* legally entitled to his claim, but as it appeared he had done something'for the D.B. whilst at Melbourne, he thought he should receive some remuneration.

The District President considered the District Officers had no right to commission Bro. B. Carroll to act in Melbourne, as expenses of that sort were only to be incurred by directions of a " District Board Meeting," and referred to General Law 53, Clause 3, in support of what he said. He would refuse therefore to put the motion,

but would receive a " Notice of Motion " on the matter from any Delegate present. The D.P. pointed out a Law showing that the District was liable to a fine, should it not send a Delegate to the meeting of the B.D. Melbourne. He farther gave it as his opinion that it is inconsistent for a Brother to be a Delegate and Auditor at the same time, in as much as Delegates are asked to adopt Balance-sheets, verified to by the Auditors.

At this stage of the meeting, it was proposed by Bro. Delegate John L. Pope, and seconded by Bro. Delegate D. O'Sullivan, to adjourn till Thursday, the 22nd inst. Carried.
