[special to the tiaiaru herald.] St. Petersburg, March sth. The Czar's health is rapidly failing, and a Regency is again spoken of. A great outbreak is reported to have occurred among the exiles in Siberia, but all official information on the subject is withheld. Constantinople, March sth, Russia is again wasting time in evacuating the Provinces. London, March sth. Yakoob is deserted, and unable to quell the tribal disputes about the succession. He has retired to Herat. It is rumoured that there is a serious quarrel between the Czar and Czarewitch. Later. The proclamation of the death of Shere Ali, and the succession of Yakoob caused an outbreak in Afghanistan. The chiefs were successful, and Yakoob fled. The Czarewitch has quitted the Palace in consequence of the quarrel with the Czar. (REUTERS TELEGRAMS.) London, March 7th. The negotiations for the purchase of the Australian Cable for the purpose of connecting Aden and Natal are broken off temporarily, but a favourable issue is not expected. March Bth. The German Parliament has rejected the Parliamentary Discipline Bill. Rome, March Bth. Sentence of death has been passed on the perpetrator of the attempted asfassination of the King of Italy on the 17th of November last. London, March Bth. The money market is easier. Bank minimum is unchanged. Discount rates in the open market are falling. Business on the stock exchange is dull. The market for colonial Government debentures is steady, The tone of the wool market is relaxed, and prices have receded. The fall is most strongly marked in cross-bred. Inferior greasy, and medium to good, are steady. Superfine fleeces in grease are fifteen to twenty per cent, below last February's quotations. The corn market is steady, with an upward tendency. New ■Zealand wheat is selling, ex store, per 406 lbs., according to quality, at fourty-four to forty-eight shillings. The Spectator, in a moderate article, condemns Mr. Berry's proposals, and suggests an alternative, securing finality, without abolishing the Council. March 10th. The Board of trade returns of expoits for last month are very unfavourable. The Polytechnic has been totally burned down. Wheat is a halfpenny higher ', tallow, a halfpenny lower. A treaty has been concluded between Germany and Samoa. The text of the treaty is kept secret. The land settlement question ha 5 ; been postponed, and its position is unchanged by the treaty. Civil war is imminent. Mr. Berry has written a letter to the banks, stating the balance of the loan will not be offered for 18 months. Paris, March 7th. The report of the Chamber of Deputies Committee demands the impeachment of the Due de Broglie and Lochaud Cabinet. The Government refuses to accept the conclusions of the Chamber's Committee.
