Singapore, June 7th. Lord Derby refuses the proposal to neutralise the Suez Canal. He informed the Russian Ambassador at London, the Forte, and the Khedive, that England has determined to disallow warlike operations on the Canal. Tl«e Chancellor of the Exchequer (Sir Stafford Northcote) refused to table a copy of the despatch re the Suez Canal on the ground of inexpediency, though asked by Lord Hartington to do so.
