Memorandum] Inquiries by Police relating to Oil Fuel The following notice of delegation of power by the Oil Fuel Controller is published for the information of members of the Force : Transport Department (Head Office), P.O. Box 107, Te Aro, Wellington, 3rd August, 1944. TO WHOM IT MAY CONCERN Oil Fuel Emergency Regulations 1939 (Serial No. 1939/133) In terms of Regulation 5 of the above Regulations, as amended by Amendment No. 7 thereof, and Regulation 4 of the Supply Control Emergency Regulations 1939,1 hereby delegate to every member of the Police Force, duly appointed pursuant to the Police Force Act, 1913, power to require that he be furnished with such information, whether by way of returns, statements, statistics, or otherwise howsoever relating to oil fuel or oil fuel licenses or coupons issued under the above regulations and the acquisition, possession, use, and disposal thereof and dealing therewith as he may deem necessary. Memorandum] Firearms in Estates of Mental Patients A case has recently come under notice in which a person who was discharged from a mental hospital had returned to him by the Public Trust Office a number of firearms, with one of which he then committed suicide. The Public Trustee has asked that to avoid repetition of any incident of this nature that in the event of any person being committed to a mental hospital and being possessed of firearms or ammunition that they be retained by this Department instead of being cared for by the Public Trust Office. Upon application being made therefore by an officer of the Public Trust that the police accept the custody of any firearms belonging to any person who has been committed to a mental hospital such firearms may accepted, provided they are accompanied by a memorandum from the Public Trust Office setting out the circumstances under which the firearms are being handed to the police. A careful record is to be made of the description and condition of the firearms at the time they are handed to the police. They will then be held by this Department under the authority of section 6 of the Arms Amendment Act, 1930. All such firearms are to be carefully cleaned and oiled, and stored under conditions which will ensure that they do not deteriorate. When the owner of any such firearms is discharged from the mental hospital he will require to satisfy the Police that he is in a fit state to receive back his firearms. The matter will be referred to this office before the firearms are handed over.
