Memorandum.] Misuse of Red Cross Emblem. Members of the Force are directed to give special attention to the misuse of the Red Cross Emblem. In order to preserve the effectiveness of the Emblem as a measure of protection against hostile action, the restrictions on its use must be rigidly enforced, and any instances of its misuse must be promptly reported to this office. The legal position in regard to the use of the Emblem has been stated by the Attorney-General to be as follows : “ Under the articles of the Convention the Emblem of the Red Cross on a white ground and the words ‘ Red Cross ’ or ‘ Geneva Cross ’ shall not be used in time of war except to indicate the medical formations and establishments and the personnel and material protected by the Convention. medical personnel and transport of the military forces and by approved voluntary aid societies engaged in the relief of sick and wounded combatants under military law. The Emblem may be used only on hospitals, establishments, and formations, and the transport and material thereof that are recognized as coming within the privileges of the Convention by competent military authority. “ The use of the Emblem on shops, buildings, or articles for sale, or brassards or flags, or on street advertisements, or as stickers on motor-cars is contrary to the articles of the Convention unless these buildings, &c., are being used for the purpose of attending the sick and wounded combatants and are under military law or subject to military authority.” D. Notice of Election of Nominated Members of the Board of Appeal.

Pursuant to the Police Appeal Board Election Regulations 1942, I hereby give notice that an election will be held for the election of two members of the Board of Appeal established under section 17 of the Police Force Act, 1913. Nominations of candidates must be made in the prescribed form and delivered to me at Police Headquarters, Wellington, not later than 5 o’clock in the afternoon on the 13th day of March, 1942.
