The following memorandum from the Minister of Agriculture is published for the information of members of the Force who, should the necessity arise, arc to give the fullest assistance to officers of the Department of Agriculture as requested in the memorandum. .. o D. Police Assistance in Event of Outbreak of Serious Animal Disease.

As you are aware, the Department of Agriculture administers the Stock Act, which gives certain powers for the control of stock diseases and the movement of stock generally.

Consideration has recently been given to the question of control of disease should a serious outbreak occur now or in the immediate future.

It will be recognized that under war conditions special care must be taken, as there is always the possibility of deliberate infection being introduced. Should such a disease*" as foot and mouth disease break out it would become necessary to enforce control measures distinct from those actually involving the farm itself, and therefore beyond the limits of control ordinarily exercisable under the Stock Act. A district might possibly become a quarantine area inside and • out of which traffic of stock and movement of people would . need to be temporarily suspended. Should the initial discovery of serious disease be made in a saleyard, prompt ■ action would be necessary to limit its spread, and this would involve temporary stoppage of movement of all classes of traffic.

In the event of such measures becoming necessary, my officers would be incapable of dealing with the situation, and Police assistance„would be required. I should be glad if you would authorize the Commissioner of Police to issue such instructions as may. be necessary to allow the full co-operation of his officers when called upon by officers of the Department of Agriculture in the event of any such occurrence as outlined above.
