Memorandum for

The Commissioner of Police, Wellington, C. 1. Section 16, Offenders Probation Act, 1920.

Attention has been drawn to a difficulty which Probation Officers at provincial centres experience in collecting moneys ordered to be paid by offenders convicted and ordered to come up for sentence when called upon, and who automatically are admitted to probation under the provisions of section 16 of the Offenders Probation Act. Cases of this nature occasionally occur when the Probation Officer is not present in Court and the offender not infrequently leaves without a proper understanding of his obligations and that his case comes within the jurisdiction of the Probation Officer. I should be pleased if you would kindly instruct the Police at Courts, other than those where the Senior Police Official is Probation Officer, that when an offender is convicted and ordered to come up for sentence when called upon (in the absence of the Probation Officer) and is ordered to make restitution or pay Court costs, the offender be directed to report as early as possible to the Probation Officer in order that he may be handed a probationary license and receive instructions regarding his obligations under the Court order. In cases where no order for restitution or costs is made it will be unnecessary to instruct the offender to see the Probation Officer.
