Memorandum.] Motor Accident Statistics. An amended form of return of particulars in respect of motor accidents causing death or personal injury has been prepared by the Transport Department, and it is desired that the new form be brought into use on and after the Ist April mnt. Supplies of the form will be forwarded to each District Police Headquarters by the Government Printer. The following notes furnished by the Transport Department are published for the guidance of members of the Force preparing the returns. D. J. CUMMINGS, Commissioner of Police. (P.36/1431.) MOTOR ACCIDENT REPORTS. Notes for the Information and Guidance of Officers reporting Accidents causing Death or Personal Injury. This form is to be used for all accidents occurring on and after Ist April, 1938. The report is to be prepared in duplicate and forwarded to the officer of Police in charge of the district, who will transmit one copy to the Commissioner of Transport, Wellington. The reports are for the purposes of the Transport Department, and it is most important that they be forwarded as soon as possible after the accident. It is desired, wherever possible, to avoid the delay which would arise through waiting until legal proceedings have been instituted.

The information sought in the report forms is required both for statistical purposes and for ascertaining accident causes so that remedial or preventive action can be taken. It is essential, therefore, that the information be given under ALL of the items which in any way bear upon the particular cause.

Section 1 : Time of Accident. —The three items must each be markedviz., the day, the date, and the hour. Section 2 : Locality of Accident. is specially desired that the exact location be given fully and clearly. This enables the Transport Department, where necessary, to take up particular cases with the appropriate roadcontrolling authority; and, over a period, to ascertain if a number of accidents has occurred at one point or on one particular section of road, with a view to special remedial action.

Difficulty has arisen in the past where the location has been described as being opposite to some one’s property, or a house number. Also, in the case of country road accidents it is most desirable, for the sake of accuracy of locating, that the nearest possible reference point should be chosen. For instance, under “ (iv) Exact location ” it would be preferable to define a point as being “ If miles south of Waihua Post-office ” than “ 15 miles south of Wairoa.”

Section 3 : Description of Locality and Conditions.— The appropriate item under each of the eight headings should always be marked, except that often there will be no “ special feature.” The item “ Normal sight distance” has reference to the road only, and is designed to give information as to the sight distance as affected on the one hand by sharp bends and sudden undulations, or high hedges at intersections, or, on the other hand, by good road conditions. Time of day, weather, or temporary obstructions due to vehicles, &c., must not be taken into account when determining whether the sight distance is good or poor.

Sections 4 and 5 : Vehicles and Drivers Involved. “ Govt.” and “ D plate ” vehicles should be included under “ Private motor-cars ” or “ Commercial vehicles ” (either light or heavy class) according to the type of vehicle. Section Nature of Accident: Further Brief Description of Accident. This space is reserved for amplifying the facts given elsewhere under individual headings. Section 7. Miscellaneous Items : Speed. The speed required is the estimated speed at which the vehicle was travelling before slowing down on aocount of the imminence of accident. Liquor. — though the driver may not be considered intoxicated, or considered by a doctor to be unfit to drive, an entry should be made here if he is under the influence of liquor, even slightly. Section 8 : Presumed or Apparent Causes of Accident.— The main possible causes of accidents are listed, as quite distinct from breaches of the law.

The opinion of the reporting officer as to the oause, or causes, is required in each case, regardless of whether the facts could be proved or any conviction entered. As many accidents have several causes, it is desired to ascertain, as far as possible, which of them is the apparent or presumed main cause, and which are other apparent or presumed causes. The apparent or presumed main cause should therefore be indicated by “ X ”, and other contributory causes by “ X ”. In no case should the back of the form be left blank. Where none of the specific causes applies, appropriate entries should be made under the item, or items, “ Other (specify),” at the foot of each main division. It is not sufficient to merely indicate one item if, in the opinion of the officer, there are other probable causes. Each item on the form should be checked carefully. It is important, too, that an item should not be marked unless the reporting officer considers it contributed to the accident. For example, “ Excessive depth of loose metal ” should not be marked unless its presence helped to bring about the accident.

An example of the number of items which may require to be marked is exemplified in the following imaginary but typical accident. Suppose vehicle No. 1 to have struck a pedestrian on a wet night, the driver having been temporarily blinded by the approaching headlights of vehicle No. 2. Items which contributed to the accident may have been — (1) Excessive speed on the part of vehicle No. 1, (2) dazzling headlights on the part of vehicle No. 2, (3) pedestrian crossing roadway heedless of traffic, (4) road surface slippery from rain, and (5) rain further affected visibility ; or in another case several items attributed to the driver of vehicle No. 1 may apply, as (1) Excessive speed, (2) swerving negligently, and (3) mounting footpath. It also has to be decided which item in the judgment of the reporting officer is the main cause. Section 9.—Persons injured (or killed) : Classification of Injuries. Attention is drawn to the footnote. This is in conformity with the classification which is being adopted by most other countries, and will also assist in securing uniformity within New Zealand.

Regarding Sub-heading “ Minor ” Injuries.— will no doubt be cases of persons who complain of shock but who have sustained no other injury. Such persons should not be included in the statistics unless they show very marked symptoms of shock and have received, or appear to be in need of, medical treatment. .
