Memorandum.] Naturalization : Police Reports on Applications for. When reporting upon applications for naturalization it, is desirable that a signed statement should be obtained from every applicant for naturalization, so that should any question arise in future as to the truth or otherwise of the representations on which he obtained naturalization, the nature of such representations will be easily proved, vide paragraph (d) of the memorandum accompanying applications.

The statement should include the date and place of birth, date and place of arrival in New Zealand, and name of vessel; general outline of history and places of residence; conjugal condition and dependents both here and abroad ; reasons for wishing to become naturalized, and particularly whether ever convicted of any offence in New Zealand or elsewhere. In reports by police as to character it should be mentioned whether applicant is known or suspected to have any disloyal or communistic tendencies. W. G. Wohlmann, Commissioner of Police. Memorandum.] A copy of a notification received from the Acting-Secretary, Public Service Superannuation Board, is published hereunder for the information of members of the Force. W. G. Wohlmann, Commissioner of Police. Wellington, 9th June, 1933. Public Service Superannuation Fund. National Expenditure Adjustment Act, 1932. A memorandum was issued by the Acting-Secretary, Public Service Superannuation Board, on the 3rd May, 1932, to Permanent Heads, concerning the saving rights of contributors to the Superannuation Fund consequent on the reduction of salary brought about by the above-described Act. The contents of the memorandum were published in the Public Service Official Circular and other Service publications. Attention is directed to paragraph 2 of the memorandum which reads as follows

“ Rebate op Superannuation Contributions. “ Where a contributor does not make an election pursuant to Section 9 (1) or makes an election pursuant to the proviso to the subsection to contribute on the basis of his salary as at the 31st day of March, 1932, the amount of contributions deducted from his salary in respect of the difference between the rate on the basis of which he contributes as from the Ist day of April, 1932, and any higher rate, or on the basis of which he had theretofore been contributing to the Fund, shall be held by the Superannuation Board for the credit of the contributor and shall be payable to him on his retirement in addition to his retiring-allowance (if any), or in the event of his death without having received payment under this subsection shall be payable without election to the person entitled to receive or to elect to receive a refund of the amount of the deceased contributor’s contributions.

“ The amounts to be credited to contributors will be ascertained by the Superannuation Office, and after the Controller and Auditor-General has vouched same due notice will be given to contributors of the amount held by the Board. As it will take some time to compute the rebates, contributors are requested to refrain from communicating with this office on this subject.”

The task of computing the credits has been interrupted owing to various causes, and it will be sometime before the work is finalized. The legislation passed at the last session of Parliament has placed a further restriction on the matter and the amounts cannot be accurately determined until the Ist April, 1935. Section 25, Finance Act, 1932-33, reads as follows :

“ Provided that in the case of a contributor retiring before the first day of April, nineteen hundred and thirty-five, the amount to be held for his credit as aforesaid shall not exceed the total amount paid by him as contributions to the appropriate superannuation fund on the difference between the rate on the basis of which the retiring-allowance is based and any higher rate on the basis of which lie had been contributing as aforesaid to such superannuation fund.”
