Police Examinations, 1932.

Members of the Force desiring the services of the coach in preparing for the literary section of the annual police examinations are requested to notify this office through the usual channel as early as possible, so that arrangements may be made to engage the coach if there are sufficient candidates offering. King’s Police Medals Awarded. His Majesty has been graciously pleased to confer the King’s Police Medal upon No. 2076. Constable Frederick Arthur Horace Baker ; and

No. 2988. Constable Walter Sydney Hammond in recognition of their conspicuous bravery displayed on the occasion of the wreck of the steamer “Progress” at Ohiro Bay, Wellington, on Ist May, 1931. The medals were presented to the Constables by His Excellency the Governor-General at Government House, Wellington, on 6th May, 1932.

National Expenditure Adjustment Act, 1932. 1. Election to Contribute on Higher Rate of Salary. Section 9 (1) of the above-described Act provides that where a contributor’s rate of salary is reduced by this Act he may, by notice in writing to the secretary of the Board, given on or before the 30th day of September, 1932, elect to continue to contribute to the fund as if his salary had not been so reduced, and every person so electing and contributing shall be entitled on retirement to a retiring-allow (if any) of the same amount as that to which he would have been entitled if his salary had not been reduced by this Act. The section also provides that, in the case of any contributor who at the 31st day of March, 1932, is, pursuant to an election made by him under section 8 of the Finance Act, 1931, contributing to the fund on the basis of a higher rate of salary than that actually being received by him on that date, such person may elect, pursuant to this section, to continue to contribute to such fund on the basis of such higher rate, or to contribute on the basis of his salary as at the 31st day of March, 1932, and on his retirement his retiringallowance (if any) shall be calculated accordingly. Illustration : “X ” on the 31st December, 1921, was in receipt of £320 per annum. He elected under the provisions of the Public Expenditure Adjustment Act, 1921-22, to continue to contribute on this amount. On Ist April, 1931, his actual salary £295 per annum, was reduced to £265 10s. per annum, and under the provisions of the Finance Act, 1931, he again elected to continue to contribute on £320 per annum. His actual salary has been reduced to £238 19s. per annum as from the Ist April, 1932. He can elect either (1) to continue to contribute on £320 per annum ; or (2) to contribute on £265 10s. per annum; or (3) he can notify the Superannuation Office that he does not intend to exercise his right of election under the National Expenditure Adjustment Act, 1932.

Officers who have made no elections prior to the operation of this Act, and who do not desire to avail themselves of the right of election now notified, should refrain from communicating with the Superannuation Office.

Contributors who desire to elect to contribute to the fund in accordance with this section should address an application to the Secretary, Public Service Superannuation Board, Wellington. It is desirable that the applicant’s full name and department be written clearly. The applications must not be sent direct to the Secretary, Public Service Superannuation Board, but must be for.varded through the Permanent Head of the department to which the contributor belongs.

Staff clerks should note the election on the applicant’s personal file, and salary record, before forwarding the papers to the Superannuation Office. If deductions have been made on the reduced rate of salary before the contributor has elected as above, an adjustment of the arrears of contributions should be made in the month following the date of election.

Contributors are notified that once an election is received in the Superannuation Office it cannot be revoked.

2. Rebate oe Superannuation Contributions

Where a contributor does not make an election pursuant to this section or makes an election pursuant to the proviso to the last preceding subsection to contribute on the basis of his salary as at the 31st day of March, 1932, the amount of contributions deducted from his salary in respect of the difference between the rate on the basis of which he contributes as from the Ist day of April, 1932, and any higher rate, or on the basis of which he had theretofore been contributing to the fund, shall be held by the. Superannuation Board for the credit of the contributor and shall be payable to him on his retirement in addition to his retiring-allowance (if any), or in the event of his death without having received payment under this subsection shall be payable without election to the person entitled to receive or to elect to receive a refund of the amount of the deceased contributor’s contributions.

The amounts to be credited to contributors will be ascertained by the Superannuation Office, and after the Controller and Auditor-General has vouched same due notice will be given to contributors of the amount held by the Board. As it will take some time to compute the rebates, contributors are requested to refrain from communicating with this office on this subject.

3. Contributors Retired since the 31st March, 1932. You are requested to immediately communicate the contents of this circular to those officers who have retired from the service since the 31st March, 1932. It is essential that if retiring-allowances are to be computed on the unreduced salaries as at the 31st March last, or on the basis of which they were contributing, contributors must elect in writing as set out above.

4. Contributors on Leave oe Absence (Special or Sick). You are requested to communicate the contents of this circular to officers on leave of absence as some contributors lost the right to elect on former occasions by being in ignorance of their rights.
