A copy of the above-mentioned form shall in future be attached to the front of each file of papers, and used for referring the correspondence between members of the Force. No minutes shall be written on this form, but the column “ Reference to reports or documents attached ” may be used for such brief remarks as “ For attention,” “ Report herewith,” “ Noted,” or “ File attached.” Minutes or references shall not be written in the margins of reports, but short minutes may be written on the face of reports if there is sufficient space on the paper without cramping the writing, otherwise Form No. 108 must he used. Members of the Force other than commissioned officers shall not write long minutes on files; they must submit their reports on the proper form (No. 100). The use of Form No. 104 shall not relieve officers of the duties imposed upon them by Regulation No. 197 and Circular No. 7/27 (Police Gazette, 1927, page 440.) W. B. Registration of Motor-vehicles. The following copy of a memorandum from the Registrar of Motor-vehicles is published for general information. Motor Registration-plates, Period Ist April, 1928, to 31st May, 1929. Your attention is directed to the amendment of the Motor" vehicles Act, 1924, contained in the Motor-vehicles Amendment Act, 1927. From the Ist April next registration fees must be paid in respect of all vehicles, with the exception of those owned by Government Departments and used exclusively in connection with the construction and maintenance of roads or streets. Although these latter vehicles are not required to be registered or licensed under the Motor-vehicles Act, it is proposed to assign “E ” plates in respect of such vehicles in order that they may readily be distinguishable. The only exemptions from the payment of license fees are granted to—(1) Local authorities (in respect of vehicles used exclusively in connection with the construction or maintenance of roads or streets), and (2) Road contractors (in respect of all vehicles which are designed for and used EXCLUSIVELY in connection with the construction or maintenance of roads or streets and which cannot be used or readily ADAPTED FOR ANY OTHER PURPOSE. License fees must' be paid in respect of all trucks owned by road contractors who will receive ORDINARY plates in respect of such vehicles. The colour of the background of the plates for the period Ist April, 1928, to the 31st May, 1929, is brown, and the numerals white. Permission has been given to owners to affix the new plates on or after the 24th instant. It is not intended to continue the policy of issuing plates to indicate the amount of license fee paid. “D ” plates for issue to dealers and E ” plates for issue to owners of vehicles exempt from the payment of license fees will be issued as heretofore. Perhaps you will instruct your officers regarding the action to be taken against owners who are observed, on or after the Ist proximo, using vehicles with the orange on black plates affixed thereto. Motor-vehicle Regulations, 1928.

Attention is directed to the definition of “Police Officer” in Regulation No. 1; to the authority given a police officer as defined in these regulations under Regulation 2 thereof (which it will be observed is not mandatory); and, in particular, to the provision contained in Regulation 18 (1) (which is mandatory). All reports under Regulation No. 18 (1) shall be submitted to the Commissioner of Police through the ordinary channel of communication in the Police Force. W. B. Mcllveney, Commissioner of Police.
