By-law No. 38. Regulating the Use of Level Crossings by Vehicles, &c. (See New Zealand Gazette, 1914, page 429.)

PURSUANT to and in exercise of the powers conferred by the Government Railways Act, 1908, and the amendments thereof, I, William Herbert Herries, do hereby revoke By-law No. 38 of the by-laws gazetted on the 10th June, 1909, and in lieu thereof do hereby make the by-laws set out in the Schedule hereto for regulating the use of level crossings by vehicles, &c.; And I do hereby declare that such by-laws shall come into force from the date of the publication thereof in the New Zealand Gazette. SCHEDULE. By-laws. 1. No person shall drive or attempt to drive any vehicle other than a motor-vehicle, or any animal, on any part of a public road where the same crosses over or upon a iftilway on the same level otherwise than at a walking and every

person shall before crossing the lines of rail comply with the directions upon the notice-boards, “ Stop, look out for the engine.” 2. No person in charge of a motor-vehicle or driving a motor-vehicle on or along any road or street shall approach a railway level-crossing within 100 yards of such crossing without slackening speed to a rate not exceeding ten miles an hour; and every person in charge of or driving a motorvehicle shall stop before coming in contact with the railwayline, and shall keep a vigilant lookout for approaching trains, and shall not attempt to cross the railway-line unless the line is clear.

3. No person in charge of a motor-vehicle or driving a motorvehicle on or along any road or street shall cross over any railway level-crossing at a greater speed than ten miles an hour.

4. Any person who shall commit a breach of any of the foregoing by-laws, or shall fail to do any act in any such by-law directed to be done by him, or shall do any act which by any such by-law is directed not to be done by him, shall be liable to a penalty not exceeding £lO for each such breach or the failure to do or the doing of each such act as aforesaid respectively ; but if any such person is employed on or about the railway, and the by-law relates to his conduct, he shall be liable to a penalty not exceeding £1 for each breach, failure, or act respectively. IN pursuance and exercise of the powers conferred on him by the Health Act, 1920, His Excellency the Governor-General of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council

of the said Dominion, doth hereby make the following regulations relating to the treatment and sale of second-hand olothing and bedding.

REGULATIONS. 1. In these regulations—- “ Approved ” means approved by a Medical Officer of Health : “ Disinfected,” with reference to any article, means that such article has been disinfected in a steam disinfecting plant controlled by a local authority, or, where no such plant is available, that such article has been submitted to any of the following processes : (a.) Exposure of all surfaces of the article in an airtight room or chamber for not less than eight hours to formaldehyde fumes produced by vaporizing not less than thirty approved formaldehyde tablets per 1,000 cubic feet of space, together with aqueous vapour (steam), or by any other approved means producing an equivalent percentage of formaldehyde fumes, together with aqueous vapour (steam). (b.) Spraying all surfaces of the article thoroughly with or immersing the article in a 5 - per - cent, solution of formalin in water. (c.) Boiling the article in water for not less than twenty minutes.

2. It shall not be lawful for any second-hand dealer to expose for sale, sell, or otherwise dispose of, or for any auctioneer to sell by auction, any second-hand clothing or bedding unless such clothing or bedding has previously been cleansed by an approved process and disinfected. 3. It shall not be lawful for any second-hand dealer to store any article of trade in any sleeping-room or living-room, or in any place in which food is stored or prepared for human consumption. 4. It shall not be lawful for any second-hand dealer to permit the premises in which he carries on the trade of a dealer to be so crowded with second-hand articles as to be dangerous to health or offensive.

5. It shall not be lawful for any person in reconstructing or making any bedding, cushion, or other furnishing intended for human use to employ in such reconstruction or making any second-hand material, unless such material has been cleansed by an approved process and disinfected. 6. Any person who commits a breach of any of these regulations shall be liable on summary conviction to a fine of £2O. C. A. JEFFERY, Acting Clerk of the Executive Council.
