MISCELLANEOUS INFORMATION.

Circular No. 12/21.] Prisoners in Lockup. Regulation No, 376.

Unless, there is good reason to the contrary, or the prisoner forbids it, a message should be sent to the residence of every person detained in a lockup, within a reasonable time after arrest, to notify the relatives or friends of the arrest and the charge. If the prisoner may be bailed out in accordance with regulations, precise information should at the same time be given respecting the conditions on which bail would be granted and the steps to be taken to effect it. In like manner, similar information should be conveyed to any friends nominated by the prisoner, though not residing with him. When youths are arrested, especially on serious charges, their relatives should be informed, even if the prisoners object or do not desire the information to be given. These instructions apply, of course, in respect of relatives and friends residing within a convenient distance. In other cases the information should be sent by telegraph, if it is expedient to send it at all. A responsible officer at the station should in every case visit the prisoners in the cells, and ascertain what they wish in respect of communicating with friends. This is particularly necessary about 9 p.m. and 8.30 to 9 a,m. • O’Donovan, Commissioner of Police. Wellington, 18th June, 1921. (P. 21/876.)
