(from New Zealand .Gazette, 1919, pages 210, 214, 221-224, and 310-314 ) „ Prison proclaimed. [l.s.] LIVERPOOL, Governor-General. A PROCLAMATION. WHEREAS by an Act of the General Assembly of New Zealand intituled the Prisons Act, 1908, it is provided that the Governor-General may, by Proclamation published in the Gazette, declare any house, building, enclosure, or place to be a prison ; and from and after the gazetting of any such Proclamation, or from any time later specified in the Proclamation, such house, building, enclosure, or place shall be deemed a prison : Now, therefore, I, Arthur William de Brito Savilc, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, in pursuance of the above-recited power and authority, do hereby declare that the buildings and huts situated on the area of land described in the Schedule hereto, and all enclosures used or occupied therewith, shall, from and after the date of the publication of this Proclamation in the Gazette, be a prison known as the Roto-aira Prison No. 3, within the meaning and for the purposes of the Prisons Act, 1908.

SCHEDULE. All that area in the Auckland Land District, containing by admeasurement 150 acres, more or less, being part of Okahukura Block and part of the State forest reserve as described in New Zealand Gazette No. 5, of the 18th January, 1900, page 104. Bounded towards the north-east by a right line commencing at a point on the right bank of the Tawhitikuri Stream, and running thence parallel to the north-eastern boundary-line of the State forest reserve aforesaid to the northern side of the Roto-aira Road where it is intersected by the left bank of the Mangatepopo Stream ; thence towards the south-east by the northern side of the said road to its intersection with the right bank of the Tawhitikuri Stream aforesaid ; and thence towards the west by the right bank of the last-mentioned stream to the place of commencement. As the same is delineated on the plan marked P.D. 1918/9/7, deposited in the office of the Permanent Head of the Prisons Department at Wellington, and thereon coloured red. Amending Salmon and Trout Fishing Regulations. LIVERPOOL, Governor-General. ORDEK*IN COUNCIL. At the Government Buildings at Wellington, this twentyfirst day of January, 1919. WHEREAS by Orders in Council dated the twentyfirst day of September, one thousand nine hundred and seventeen, the thirtieth day of January, one thousand nine hundred and eighteen, and the eighth day of April, one thousand nine hundred and eighteen, and published in the New Zealand Gazette of the twenty-first day of September, one thousand nine hundred and seventeen, the seventh day of February, one thousand nine hundred and eighteen, and

the eleventh day of April, one thousand nine hundred and eighteen, regulations were made for fishing for salmon and trout in salmon rivers : And whereas it is desirable to amend such regulations: Now, therefore, His Excellency the Governor-General of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by section eighty-three of the Fisheries Act, 1908, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulation.

REGULATION. The holder of a trout-fishing license may fish for salmon in any river up to and including the twenty-eighth day of February, one thousand nine hundred and nineteen ; provided that no person shall take or catch more than six salmon in any one day. Regulations tor Deer-shooting, Marlborough. LIVERPOOL, Governor-General. IN exercise of the powers vested in me by the Animals Protection Act, 1908 (hereinafter called “the said Act”), I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby make the following regulations prescribing the deer-shooting season in the Marlborough Acclimatization District, comprising the Counties of Marlborough and Sounds, and the conditions affecting the same, and also the form of license and the fee payable therefor.

REGULATIONS. 1. Red-deeu stags and fallow-deer bucks may be taken or killed within the Marlborough Acclimatization District from the 23rd day of February, 1919, to the 30th day of April, 1919 (both days inclusive). 2. Licenses to take or kill such deer may be issued by the Chief Postmaster at Blenheim, and the Postmaster at Havelock, on payment of a license fee of £l, in the form prescribed in the Schedule hereto, and subject to the said Act and these regulations; provided that not more than one such license shall be issued to the same person. 3. No licensee shall take or kill more than six red-deer stags or fallow-deer bucks, and no red-deer stag shall be killed carrying antlers with less than eight points. 4. No doe, hind, or fawn shall be taken or killed on any pretext whatever; and no licensee shall allow any dog to accompany either himself or any attendant he may have with him. 5. Nothing herein contained shall extend to authorizing any person to sell any deer or portion thereof. 6. Regulations as to deer “ tags,” per New Zealand Gazette No. 40, Vol. I, of 20th May, 1909, page 1408, shall be strictly adliered to by each licensee, who, in addition thereto, shall return all unused “ tags ” to the secretary of the Marlborough Acclimatization Society, Blenheim, immediately he has finished stalking for the season for which such “tags ” have been issued, together with a statement of the number of deer shot. 7. Any person committing a breach of any of these regulations shall be liable, on conviction, to a fine not exceeding £2O. Schedule.

Regulations for Deer-shooting in the Counties of Feat hen ton and Wairarapa South (Haurangi Reserve). LIVERPOOL, Governor-General. iN pursuance and exercise of the powers conferred upon me by the Animals Protection Act, 1908 (hereinaftei referred to as “ the said Act ”), I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby make the following regulations prescribing the deer-shooting season in that part of the Wellington Acclimatization District comprised in the Counties of Eeatherston and Wairarapa South (excepting that portion of the said counties lying to the westward of the Wellington-Napier Railway line, and excepting also the area described in the First Schedule hereto), and further prescribing the conditions affecting such deer shooting, the form of license, and the fee payable ir respect thereof.

REGULATIONS. 1. Red-deer stags and hinds may be taken or killed within that portion of the Wellington Acclimatization District hereinbefore described from the Ist day of April, 1919, to the 31st day of May, 1919 (both days inclusive). 1. Licenses to take or kill such deer may be issued by the Chief Postmaster at Wellington, or by the Postmasters at Masterton, Carterton, Greytown, Featherston, and Martinborough, on payment by the licensee of a license fee of £2. Not more than one such license shall be issued to any one person. Every such license shall be in the form in the Second Schedule hereto. 3. No licensee under these regulations shall take or kill more than four stags and six hinds, and no stag shall be taken or killed carrying antlers with less than ten points. 4. No licensee shall allow any dog to accompany either himself or any attendant while stalking in the district tc which his license relates. 5. Nothing in these regulations or in any license issued thereunder shall be deemed to authorize a licensee to take or kill any stag or hind in any part of the Wellington Acclimatization District other than that part to which these regulations apply, or in any other acclimatization district. 6. Regulations as to deer “tags/ per Hew Zealand Gazette No. 40, Vol. I, of 20th May, 1900, page 1408, shall be strictly adhered to by each licensee, who, in addition thereto, shall return all unused “ tags ” to the secretary of the Wellington Acclimatization Society, Wellington, immediately he has finished stalking for the season for which such “ tags ” have been issued, together with a statement of the number of deer shot. 7. REGULATIONS. 1. Red-deer stags may be taken or killed n the Westland Acclimatization District from the Ist day of April, 1919, to the 20th day of May. 1919 (both days inclusive). 2. Licenses to take or kill such deer may be issued by the Chief Postmaster at Hokitika, on payment of a license fee of £2, in the form prescribed in the Schedule hereto, and subject to the said Act and these regulations ; provided that not more than one such license shall be issued to the same person. 3. No licensee shall take or kill more than two stags, and no stag shall be killed carrying antlers with less than ten points. 4. No hind or fawn shall be taken or killed on any pretext whatever ; and no licensee shall allow any dog to accompany either himself or any attendant he may have with him. 5. IN pursuance and exercise of the powers conferred upon me by the Animals Protection Act, 1908 (hereinafter referred to as “the said Act”), I, Arthur William de Brito Savile, Earl of Liverpool, the Governor-General of the Dominion of New Zealand, do hereby make the following regulations prescribing the deer-shooting season in that part of the Wellington Acclimatization District described in the First Schedule hereto, and further prescribing the conditions affecting such deer-shooting, the form of license, and the fee payable in respect thereof.

REGULATIONS. 1. Red-deer stags and hinds may be taken or killed within the district described in the First Schedule hereto from the Ist April, 1919, to the 31st May, 1919 (both days inclusive). 2. Licenses to take or kill such deer may be issued by the Chief Postmaster at Wellington, or by the Postmasters at Masterton, Carterton, Featherston, Greytown, Eketahuna. Pahiatua, Makuri, Pongaroa, Palmerston North, Paraparaumu, Otaki, Taihape, Mangaweka, Lower Hutt, and Shannon, on payment by the licensee of a license fee of £2. Not more than one such license shall be issued to any one person. Every such license shall be in the form in the Second Schedule hereto. 3. No licensee under these regulations shall take oxkill more than two stags, and no stag shall be taken or killed carrying antlers with less than ten points. 4. No licensee shall allow any dog to accompany either hi rr self or any attendant while stalking in the district to which his license relates.

5. A licensee tr ay take two hinds in the Wainui area within a line co nmencing at the Upper Hutt Railway-station, thence south-east to the Wairarapa Lake at the mouth of Rockett’s Stream, thence along the western shore of the Wairarapa Lake and the Ruaranga River to the Onoke Lake, thence following the coast-line to Petone, thence in a northerly direction to the point of commence rent at the Upper Hutt Railway-station; excluding therefrom the area described in the fourth paragraph of the excluded areas hereunder. 6. Nothing in these regulations or in any license issued thereunder shall be deemed to authorize a licensee to take or kill any stag or hind in any part of the Wellington Acclimatization District other than that part to which these regulations apply, or in any other acclimatization district. 7. Regulations as to deer “tags,” per New Zealand Gazette No. 40, Vol. I, of 20th May, 1900, page 1408, shall be strictly adhered to by each licensee, who in addition thereto shall return all unused “ tags ” to the secretary of the Wellington Acclimatization Society, Wellington, immediately he has finished stalking for the season for which such “ tags ” have been issued, together with a statement of the number of deer shot.

All that area commencing at the Onoke Lake, thence northward along the west side of the Wairarapa Lake to Featherston, thence along the railway-line to Eketahuna, thence eastward in a direct line to the sea at Castlepoint, thence northward along the coast to the Waimata River, thence in a direct line westward to Palmerston North, thence along the railway-line to Paekakariki, thence southward to the sea at Petone, thence along the coast to the point of commencement at the Onoke Lake.

Also all that area within a line commencing at the mouth of the Kawhatau River, thence westward along the river to its source at the summit of the Ruahine Ranges, thence northward to Motopuha, thence westward to Te Rotoiti, thence southward to Moawhango, thence to the point of commencement at the mouth of the Kawhatau River. Areas excluded therejrom. All that area bounded by a line commencing at Mount Holdsworth, thence south-west to the Upper Hutt Railwaystation, thence south east to the Wairarapa Lake at the mouth of Bockett’s Stream, thence along the shore of the lake to its north-eastern end, thence north-east to Carterton, thence north-west to Mount Holdsworth, the point of commencement. The area wkhin a lii e commencing at. the junction of the railway-line with the Otaki River, thence following up the river to a point opposite Mount Crawford on the Tararua Ranges, thence in a direct, line to Mount Crawford, thence north to Mount Dundas, thence north to Mount Te Paid, thence in a nor h-westei-ly direction to Shannon, thence along the railwajr-line southward to the point of commencement. All that piece of land containing 500 acres, being Section 16, Block I, Akatarawa Survey District, which land is shown as an acclimatization reserve on the provisional plan of the Hutt County in the Crown Lands Office at Wellington. Also all that piece of land containing 6,500 acres being parts of Blocks VIII, IX, X, and XVII, Rimutaka Survey District, and shown on the Crown Lands provisional map of the Hutt County as a timber and water reserve (the said land being the catchment area for the Wellington City Council’s reservoir situated at Wainuiomata).

RESOLUTION. THE following regulations were laid before the members of the Cromwell Jockey Club at a meeting held on the 14th day of December, 1918, at Cromwell, with a recommendation by the Chairman of the Club, Mr. E. Jolly, that the same bo passed at once with a view to their approval by the Governor-General, in pursuance of the Gaming Act, 1908, section 33. Mr. E. Jolly, the Chairman of the Club and the meeting, moved, and Mr. George Stumbles seconded, and it Was resolved that such regulations should be adopted, and that the Chairman be authorized to sign the same in authentication thereof. The following are the regulations referred to:— CROMWELL JOCKEY CLUB. Regulations. (Under the Gaming Act, 1908.) In pursuance and exercise of the powers in that behalf contained in section 33 of the Gaming Act, 1908, and of all other powers and authorities it enabling in that behalf, the Cromwell

Jockey Club, a racing club within the meaning of the said Act (hereinafter referred to as “ the said club ”), doth hereby revoke the regulations dated the 17th day of December, 1916, and in lieu thereof doth hereby make the following regulations controlling the admission of persons to that part of the Cromwell Racecourse situated in the district of Otago, and known as the Cromwell Racecourse, while the said racecourse is used or occupied by the said club for race meetings. 1. These regulations shall come into force on the date of the same being published in the New Zealand Gazette. 2. In these regulations the words “ bookmaker,” “ racing club,” and “ race meeting ” shall have the meanings ascribed to those terms respectively by section 2 of the Gaming Act, 1908. 3. The following persons shall be and are hereby excluded from the racecourse above described while the same is used or occupied by the said club for a race meeting, namely : (a.) Bookmakers. (b.) Bookmakers’ clerks, bookmakers’ assistants, and bookmakers’ agents. (c.) All persons under disqualification inflicted by any racing or trotting club in the Dominion of New Zealand, the Commonwealth of Australia, or elsewhere, if affiliated to the New Zealand Racing Conference, or the New Zealand Trotting Association, or the New Zealand Trotting Conference. (d.) Common prostitutes and persons who habitually consort with thieves or persons who have no lawful visible means of support. (e.) Professional tipsters, persons convicted of housebreaking or pocket-picking, forgery, uttering or possessing counterfeit coin, theft, false pretences, receiving stolen goods, mischief, assault, or any offence or crime of any kind under the Crimes Act, 1908; and also idle and disorderly persons, rogues and vagabonds, and incorrigible rogues convicted under the Police Offences Act, 1908, and persons convicted of an offence under the Gaming Act, 1908. The foregoing regulations of the Cromwell Jockey Club were made and passed by the Cromwell Jockey Club on the 14th day of December, 1918, and signed by the Chairman and Secretary. RESOLUTION. THE following regulations were laid before the members of the Bay of Plenty Jockey Club at a meeting held on the 7th day of January, 1919, at Tauranga, with a recommendation by the Chairman of the Club, Mr. J. G. Green, that the same be passed at once with a view to their approval by the Governor-General, in pursuance of the Gaming Act, 1908, section 33. Mr. John George Green, the Chairman of the Club and the meeting, moved, and Mr. Martin Quirk seconded, and it was resolved that such regulations should be adopted, and that the Chairman be authorized to sign the same in authentication thereof. In pursuance and exercise of the powers in that behalf contained in section 33 of the Gaming Act, 1908, and of all other powers and authorities it enabling in that behalf, the Bay of Plenty Jockey Club, a racing club within the meaning of the said Act (hereinafter referred to as “ the said club ”), doth hereby revoke the regulations dated the 28th day of October, 1915, and in lieu thereof doth hereby make the following regulations controlling the admission of persons to that part of the racecourse situated in the district of Tauranga, and known as the Tauranga Racecourse, while the said racecourse is used or occupied by the said club for race meetings. 1.
