Circular No. 4/16.] Complaint has been made that in some cases seamen belonging to ships in port have been arrested for drunkenness or other offences and the master of the ship has not been informed of the fact by the police. It is therefore directed that whenever a seaman is arrested and it can be ascertained to what ship he belongs the master of the vessel is to be immediately notified. J.
