Uniform Clothing,

(Circular No. 2/06.) Circular No. 34/03 is hereby cancelled, and the following substituted :

Issues of clothing will be made as per schedules, and material will be made up into the garments for which intended within one month from date of issue.

The cost of making will be borne by the officer concerned ; and Inspectors will see that they are properly made, and that the material is not used for any other purpose than that it was issued for.

District and Native constables will not be supplied with uniform.

As will be seen, the following scale is much more liberal than hitherto ; but it must be borne in mind that, although it cannot be exceeded, it does not follow that supplies are to be applied for unless actually required; and before recommending any requisition the Inspector must be satisfied that the artiole to be replaced is unserviceable.

Schedule A

Shakos. —One every year. Waterproof Coats.— One every two years. Trousers. —One pair every nine months. Jumper. —First issue when joining; second issue in twelve months ; subsequent issues every eighteen months. Great-coats. —One every three years, unless under exceptional oircumstances, and recommended by the Inspector.

Schedule C

Clerks and Inspectors of Weights and Measures,

An original issue of one shako, one waterproof coat, one jumper, and one pair of trousers; to be replaced by new when worn out, but allowance not to exceed that under Schedule A.

Schedule D.

Acting-Detectives and Matrons One waterproof ooat every two years.

Mounted Men

Riding-pants. —Material for these may be drawn instead of tweed for trousers at the same intervals. Leggings. —One pair every two years. Night-duty Coats will not be issued unless specially recommended and approved.

Requisitions for Free Issues.

All members of the Force entitled to uniforms in accordance with the schedules laid down will submit requisitions in duplicate (Forms Nos. 86 and 87) for the same to Inspectors in charge of districts, who will, after satisfying themselves that such are correct, transmit them to the Police Storekeeper, Lambton Quay, Wellington, who will make the necessary issues, articles for out-stations being sent direct to officers in charge thereof, and those for headquarters to the Inspectors. The original requisitions (Form No. 86) will at the same time be returned by the Storekeeper, and are to be signed by the members receiving the clothing and then sent to the Inspector in charge, who, after making the necessary entries on the clothing-issue sheets (Form No. 88), will return them to the Police Storekeeper.

As subsequent issues will be based on the dates shown in the last-mentioned forms, it is requested that every care may be taken in making the entries correotly.

Quantities of Materials

The quantities of materials for making artioles of uniforms for men of average size are as follows : Jumper: 3Jyd. tweed, Iyd. cord (shoulder), 2yd. braid, and seven buttons. Trousers: 2J yd. tweed. Riding-pants: 2£yd. Bedford cord. Requisitions are to be made out according to this scale. Inspectors may use their own discretion in recommending issues of extra tweed or Bedford cord to very tall or stout men.

Measurements

In all requisitions for ooats the length from seam under the collar to full length of ooat is to be stated in inches, instead of the height of the member of the Force. The chest-measurement is to be taken over the jumper. When requisitioning for leggings, the measurement round calf is to be given.

Chevrons. Each sergeant is expected to have three sets of chevrons (including one for night-duty coat).

Issue of Clothing on Payment

The following articles are issued on payment, and pricelists will be issued from Police Stores periodically, which will be subject to slight alterations according to market price, viz.: — Blankets, Brushes, Button, Shirts, Army grey, Boots (pairs), Gloves (pairs), Shirts, Under-, Brasses, Button, Pants, Under-, Socks (pairs). Brushes, Boot (sets), Polish, Boot-,

Inspection of Clothing.

Clothing issued to members of the Force will be inspected as follows, viz.: At headquarters stations when men are paraded to receive their monthly pay, and at out-stations either by the officers in charge of districts, or by the sergeants in charge of sub-districts when making their periodical visits. The object of the inspection is to insure that the clothing is kept clean and in good condition, and a report should be made concerning any member whose clothing is not in good order after making due allowance for fair wear.

Second-hand Clothing

In future no second-hand clothing is to be returned to the Police Store.

In the event of any member of the Force leaving the service he may be allowed to retain the last free issue of either waterproof or night-duty coats upon payment. The price of each coat is to be fixed by the officer in charge of the district, at the rate of Is. (one shilling) per full month for the unexpired term of the issue. In all cases of members of the Foroe leaving the service, their clothing-issue sheets will be forwarded to the Police Storekeeper with an indorsement to the effect that they have retained the last issue of coats on payment, or not, as the case may be. Inspectors may allow any member of the Force to purchase coats at the rate before mentioned, failing this they are to be disposed of by auction in their respective districts every three months.

Amounts realised for sale of second-hand clothing are to be brought to debit in Imprest accounts, and where practicable shown as clothing deductions in pay-sheets. Coats that have been on issue for two years, and shakos, helmets, and leggings of the last free issue, may be retained without payment by any member leaving the service. On the death of any member of the Force the free issue clothing is not to be returned to the Department.
