Members of the Force are requested to afford Registrars of Electors every assistance in their power in connection with the completion and revision of the electoral rolls prepared under the Electoral Acts. The following decision of his Honour the Chief Justice is published for general information : “ The Infant Life Protection Act, 1896.”—Police v. Constance Smith. This was an appeal against the decision of the Stipendiary Magistrate on a conviction under the above Act. The point made on behalf of Mrs. Smith was that the Act of 1893 was repealed by the Act of 1896; that the former Act contained in section 17 a provision specially giving jurisdiction to a Magistrate or Justice; and that, as this provision was omitted from the later Act, the Magistrate’s Court could not exercise jurisdiction. The defendant’s solicitor moved to quash the conviction on these grounds, but bad overlooked section 3 of “ The Penalties Recovery and Remission Act, 1888.” This was pointed out, and his Honour thereupon discharged the rule nisi, with £7 7s. costs. Age, thirty-three years; height, 5 ft. 5 in. or 6 in.; medium complexion, dark hair, moustache only, blue eyes, and stout build.
