(1.5.) Wm. F. DRUMMOND JEIiVOIS, Governor. A PROCLAMATION. WHEREAS by the sixth section of “ The Licensing Act, 1881,” it is enacted that the Governor shall, as soon as conveniently may be after the commencement of the said Act, by Proclamation in the Gazette, from time to time define districts to be licensing districts under the said Act, and from time to time may alter and redefine the boundaries of the same : Now, therefore, I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, do hereby, in pursuance and exercise of the power and authority vested in me by the said Act, alter and redefine the boundaries of the Foxton and Awahou Licensing Districts, which shall, from and after the first day of October next, be those respectively described in the First Schedule hereto.

SCHEDULE. Foxton Licensing District comprises all that area known as the Borough of Foxton, as described in the New Zealand Gazette No. 25, of the 19th April, 1888. Awahou Licensing District comprises all that area in the County of Manavvatu known as the Ridings of Waitohi, Campbell, Carnarvon, and Kawakawa, as described in the New Zealand Gazette No. 48, of the 21st July, 1887 ; and the Riding of Awahou, as described in the New Zealand Gazette No. G 3, cf the 28tli November, 187 G, excluding the Borough of Foxton. Kirikiri Native Licensing District constituted,

'VYTHEREAS by the seventeenth section of “The \ V Licensing Act, 1881,” it is enacted that tho Governor, by Order in Council, may from time to time constitute, vary, and abolish Native licensing districts: And whereas it is expedient to constitute the Native Licensing District of Kirikiri: Now, therefore, His Excellency the Governor, in pursuance and exercise of all powers enabling him in this behalf, and by and with the advice and consent of the Executive Council of New Zealand, doth hereby constitute and define the portion of the colony mentioned and described in tho Schedule hereto to bo a Native licensing district from and after the first day of October next.

SCHEDULE.) Kirikiri Native Licensing District. All that area in the County of Thames bounded towards the north-west by the Kauaeranga and the Waiwhakarunga Rivers respectively, from the Frith of Thames to the northernmost corner of the Kahe Block; thence towards the cast and south-east by the eastern and south-eastern boundary-lines of tho said Kahe Block to the northern boundary-line of Taparahi No. 3 Block ; thence towards the north generally by the northern boundary-lines of the Taparahi Blocks Nos. 3 and 2 respectively to the north-western corner of Taparahi Block No. 1; thence towards the north-east generally by the last-mentioned block to the road at the southeastern boundary of that block; thence again towards the south-east generally by the said road and its continuation through the Pakiraralii Block No. 2, the Taupapa Block, Block No. 2905, and Native land to the Puriri River; thence by the said Puriri River to the Waihou River; and thence towards the south by the latter river ; and towards the west by the Waihou River aforesaid and the Frith of Thames to the Kauaeranga River aforesaid. Regulations for Trout-fishing, Nelson District,

cellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby make the following regulations for the Provincial District of Nelson, and the waters thereof; and doth hereby declare that these regulations shall, as from the date of the publication thereof in the New Zealand Gazette, supersede all regulations at variance therewith.

Regulations. 1. Any holder of a license as hereinafter mentioned may fish for trout with rod and line, and may use a landing-net to secure any trout caught with such rod and line, in each river or stream in the Provincial District of Nelson which [flows into Blind Bay, from the first day of October in any one year to the thirty-first day of March in the following year, both inclusive. Such licenses will be issued under the hand of the Honorary Secretary of the Nelson Acclimatisation Society, and for every suclj license a fee of ten shillings will be charged. 2. The Secretary of the said society may issue day licenses to bona fide travellers and strangers not resident within the district aforesaid, on payment of a fee of two shiliings and sixpence for each day’s fishing. 3. Any holder of a license may fish with one rod and line for trout, and may use a landing-net to secure any trout caught with such rod and line, in the above-named rivers, from the first day of October in any one year to the thirtyfirst day of March in the following year, both inclusive. 4. No license shall authorise any person other than the person named therein to fish. 5. Any person fishing either without a license, or who shall, on demand of any person holding and showing a license, or on demand of any ranger, police officer, or constable, fail to produce and show to such person, ranger, police officer, or constable his license, or the contents of his creel, basket, or bag, shall bo liable to a penalty of not less than twenty shillings and not exceeding twenty pounds. G. No cross-line fishing, stroke-hauling, or any other unsportsmanlike device shall be used for the purpose of taking, catching, or killing trout.

7. All trout not exceeding seven inches in length taken by any person shall be immediately returned alive to the water; and any person convicted of infringing this regulation shall be liable to a penalty of not less than twenty shillings and not exceeding twenty pounds. 8. Except as aforesaid, no person shall fish or use any net or other engine, instrument, or device for taking fish in any river or stream within the district aforesaid, or at the mouth or entrance of any such river or stream ; and all persons offending against this regulation shall bo liable to a penalty of not less than forty shillings and not exceeding fifty pounds. 9. For the purposes of these regulations the mouth of every such river or stream shall be deemed to include every outlet of the same and the sea shore between such outlets, and shall extend over a radius of one-quarter of a mile from the point or line where the waters of such river or stream meet those of the sea or of any harbour at low-water. 10. Any person who puts, throws, or places, or allows to be put, thrown, or placed, into any river or stream in the said district, or at the mouth or entrance of any such river or stream, any dynamite or other explosive substance, or any matter or liquid deleterious to fish, shall be liable to a penalty of not less than forty shillings and not exceeding fifty pounds. 11. If any person shall be convicted of any offence against these regulations the license, if any, held by the offender shall thereupon become void. 12. Regulations for Trout- and Perch-fishing, Wellington Acclimatisation District.

IN pursuance of the powers and authorities vested in him by “ The Fisheries Conservation Act, 1884,” Ilis Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby make the following regulations for the Wellington Acclimatisation District, and the

waters thereof; and doth hereby declare that these regulations shall, as from the date of the publication thereof in the New Zealand Gazette, supersede all regulations at variance therewith.

Regulations. 1. Licenses to fish for trout and perch in all waters within that district or part of the North Island known as “ the Wellington Acclimatisation District” which lies to the southward of the following boundary-line—commencing from the mouth of the Manawatu River and following the course of that river to the Manawatu Gorge ; thence in a direct line from such gorge to the mouth of the Waimata River, on the East Coast —may be issued under the band of the Secretary of the Wellington Acclimatisation Society (hereinafter termed “the said society”), or any one authorised by the said Secretary in that behalf. 2. For every such license a fee of twenty shillings will be charged. Licenses may also be issued to boys of the age of fifteen years or under at a reduced fee of ten shillings for each license so issued : Provided it shall not be obligatory upon the said Secretary or his deputy to issue a license. 3. The Secretary of the said society may issue day licenses to bona fide travellers and strangers not resident within the district aforesaid, on their introduction to him by any two members of the said society, and on payment of a fee of two shillings and sixpence for each day’s fishing : Provided that this payment may be remitted if the applicant be a member of or hold a valid license from any other society in New Zealand which grants the like privilege. 4. Any holder of a license may fish with one rod and line for trout and perch, and may use a landing-net or gaff to secure any trout or perch caught with such rod and line, in the above-named waters, from the first day of October in any one year to the thirty-first day of March in the year following, both inclusive. 5. No license shall authorise any person other than the person named therein to fish, and that with natural or artificial fly, insect, or fish only. 6. No person shall have in his possession any of the salmonidre or trout between the third day of April and the thirtieth day of September, which period is hereby appointed a close season for all such fish: Provided always that this regulation shall not apply to fish caught by the officers of the said society for purposes of acclimatisation. 7. No person shall put, throw, or place, or allow to be put, thrown, or placed, into any river or stream, or at the mouth or entrance of any such river or stream, any dynamite or other explosive substance, or any sawdust or sawmill refuse, or anything of any kind or description whatever poisonous, deleterious, or noxious to fish. 8. No person shall take, fish for, catch or kill, in any manner whatever, or have in his possession, any salmon, salmon-parr, or smolts, or the ova, young, or fry of any salmon in any stage whatever ; and any of the above-named taken by accident or otherwise shall immediately be returned to the water from whence it was taken. 9. No person shall fish for trout or perch without a license, and every person fishing shall, on demand of any ranger, constable, member of the said society, or person producing a license, produce and show to such ranger, member, constable, or person his license, and the contents of his creel or bag, and the bait used by him for taking, catching, or killing such trout or perch. 10. Every trout not exceeding nine inches in length from nose to tip of tail, taken or caught by any person, shall immediately be returned alive into the water from which the same is taken. 11. No person shall take, catch, or kill any perch under six inches in length, nor shall perch be taken, caught, or killed at all, or had in possession of any person, between the fourth day of April and the thirtieth day of November in any year.

J J 12. Regulations for Trout- and Perch-fishing, Ashburton County.

Wm. F. DRUMMOND JERVOIS, Governor. ORDER IN COUNCIL. At the Government House, at Wellington, this twentyfifth day of September, 1888. Present: His Excellency the Governor in Council. IN pursuance of the powers and authorities vested in him by “The Salmon and Trout Act, 18(17,” and “The Fisheries Conservation Act, 1884,” His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby make the following regulations for the Ashburton County, in the Provincial District of Canterbury, and in the waters thereof; and doth hereby declare that these regulations shall, as from the date of the publication thereof in the New Zealand Gazette, supersede all regulations at variance therewith.

Regulations. 1. Licenses to fish for trout and perch in all the waters in the County of Ashburton, in the Provincial District of Canterbury, will be issued under the hand of the Secretary of the Ashburton Acclimatisation Society, at Ashburton, and for every such license the following scale of fees will be charged: For adults, for the season, twenty shillings ; for adults, from the twentieth day of December, ten shillings; for youths under sixteen years of age, for the season, ten shillings ; for youths under sixteen years of age, from the twentieth day of December, five shillings: Provided that it shall not be obligatory upon the said Secretary to issue a license. 2. Every such license shall entitle the person named therein to fish for trout in any of the said waters from the first day of October in any one year to the fifteenth day of April in the year following, inclusive, and for perch from the fifteenth day of December in any one year to the thirtieth day of June in the year following, inclusive ; but no such license shall confer any right of entry upon the land of any person without his consent.

3. No person shall fish for, take, catch, or kill, or have in his possession, or attempt to fish for, take, catch, or kill, in any manner whatever, any of the salmon kite, or trout, or perch, except during the above-mentioned periods. 4. Every such license shall entitle the person named therein to fish with one rod and line only, and with the following baits, namely: natural or artificial fly, natural or artificial minnow, silveries, bullies ( Elcotris gobioidcs), grasshoppers, spiders, caterpillars, creepers, and worms. 5. No person shall use any other bait, or any method, device, or contrivance of an 3' sort or kind whatever, for the purpose of fishing for, taking, catching, or killing trout or perch, except a rod and line, and a landing-net or gall for fish taken with rod and line.

6. No cross-lino fishing, stroke-hauling, or any other unsportsmanlike device shall be used for the purpose of taking, catching, or killing trout or perch ; nor shall any of the baits above mentioned be used with any medicated or chemical preparation whatever. 7. No person shall fish without a license, and every person fishing shall, on demand of any ranger, constable, or member of the Acclimatisation Society, or person producing a license, produce and show to such ranger, member, constable, or person his license, and the contents of his creel or bag, and the bait used by him for taking, catching, or killing trout, perch, or tench. 8. Every trout under ten inches in length, and every perch under six inches in length from nose to tip of the tail, taken or caught by any person, shall immediately be returned alive into the water from which the same is taken.

9. No person shall put, throw, or place, or allow to be put, thrown, or placed, into any of the said waters, any sawdust or sawmill refuse, or anything of any kind or description whatever poisonous, deleterious, or noxious to fish. 10. No person shall take, fish for, catch, or kill, in any manner whatever, or have in his possession, any salmon, salmon-parr, or smolts, or the ova, young, or fry of any salmon in any stage whatever; and any of the above-named taken by accident or otherwise shall immediately be returned to the water from whence it was taken.

11. No person shall buy, sell, or expose or oiler for sale, within the district to which these regulations relate, any of the salmonidse, trout, or perch, or take, fish for, catch, or kill any of the salmonidse, trout, or perch in order to make sale of the same, for a period of one year from the first da}' of October, one thousand eight hundred and eighty-eight. 12. No person shall have in his possession any of the salmonidse, trout, perch, or tench during the period appointed for a close season for any of such fish. 13. The Secretary of the Ashburton Acclimatisation Societ}’ may indorse any license to fish issued by any other Acclimatisation Society, and upon such indorsement being made tbe person in whose favour it was issued shall be entitled to fish for trout and perch in any of the waters within the County of Ashburton without payment by such person of any further fee ; but subject in all other respects to the regulations with regard to the fishing for trout and perch in force within the said county. 14. Licenses to fish for trout and perch in any of the waters in the County of Ashburton, for a period not exceeding one month from the date of issue, may be issued under the hand of the Secretary of the Ashburton Acclimatisation Society to persons visiting the county, and for every such license a fee of five shillings will be charged. 15. The penalty for the breach of any of these regulations shall not be less than twenty shillings or more than fifty pounds. FORSTER GORING, Clerk of the Executive Council.

Persons appointed to grant Licenses under Section Id of “ The Licensing Act Amendment Act, 1882."

DRUMMOND JERVOIS, Governor. iN pursuance and exercise of the powers and authorities vested in me in that behalf by “ The Licensing Act Amendment Act, 1882,” I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, do hereby appoint William Price, William Perry, James Davis, and Timothy O’Sullivan, the Licensing Committee of the District of Pelorus, to exercise, in terms of section fifteen of the said Act, a special authority in the granting of publicans’ licenses within the district the limits of which arc defined in the Schedule hereto.

SCHEDULE. All that area in the County of Marlborough, commencing near the mouth of the Kaituna River, at the northernmost corner of Section No. 1, Wakamarina Survey District, and bounded thence towards the west and north-east by the waters of Maliau Sound to a point in lino with the south side of the road forming the southern boundary of Section No. 2G, Linkwater Survey District; thence towards the north by a right line to and thence by the said road and its continuation past Sections Nos. 10, 32, 35, 13, 15, 41, 17, 43, and 19 of Linkwater Survey District aforesaid, and through land granted to Joseph Toms (1,100 acres) to Okiwa Bay ; thence again towards the north-east by a right line to Trig. Station R, Linkwater Survey District; thence by a right line to Trig. Station Z of the said survey district; thence towards the south-east by the summit of the range to Trig. Station Y; thence towards the south-west generally by a right line to Trig. Station Y, Wakamarino Survey District; thence by a right line to the southernmost corner of Section No. 52 of the said district; and thence by the said Section No. 52 and Sections Nos. 51, 116, and 1 to the place of commencement. Regulations. 1. Licenses to fish for trout in all the waters within the County of Taranaki will be issued under the hand of the Secretary of the Taranaki Acclimatisation Society (hereinafter called “ the said society”), and for every such license a fee of ten shillings will be charged: Provided that it shall not bo obligatory upon the said society to issue a license. 2. Every such license shall entitle the person named therein to fish in any of the said waters from the first day of November in any one year to the eleventh day of April in the following year inclusive, between the hours of four a.m. and ten p.m. only ; but no such license shall confer any right of entry upon the land of any person without his consent. 8. No person shall fish for, take, catch, or kill, or have in his possession, or attempt to fish for, take, catch, or kill, in any matter whatever, any of the salmonidee or trout, except during the above-mentioned period. 4. Present: His Excellency the Governor in Council. rN pursuance of the powers and authorities vested in him by “The Salmon and Trout Act, 1867,” and “The Fisheries Conservation Act, 1884,” His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby make the following regulations for the Counties of Hawera and Patea, and in the waters thereof; and doth hereby declare that these regulations shall, as from the date of the publication thereof in the New Zealand Gazette, supersede all regulations at variance therewith.

Regulations. 1. Licenses to fish for trout in all the waters within the Counties of Hawera and Patea will be issued under the hand of the Secretary of the Hawera Acclimatisation Society, and for every such license a fee of ten shillings will be charged: Provided that it shall not be obligatory upon the society to issue a license.

2. Every such license shall entitle the person named therein to fish in any of the said waters from the first day of October in any one year to the eleventh day of April in the following year inclusive, between the hours of four a.m. and ten p.m. only; but no such license shall confer any right of entry upon the land of any person without his consent.

3. No person shall fish for, take, catch, or kill, or have in his possession, or attempt to fish for, take, catch, or kill, in any manner whatever, any of the salmonidse or trout, except during the above-mentioned period. 4. Every such license shall entitle the person named therein to fish with one rod and line only, and with the following baits : natural or artificial fly, natural or artificial minnow, silveries, bullies, grasshoppers, spiders, caterpillars, creepers, and worms. 5. No person shall use any other bait, or any method, device, or contrivance of any sort or kind whatever, for the purpose of fishing for, taking, catching, or killing trout, except a rod and line, and a landing-net or gafi for fish taken with rod and line.

IN pursuance of the powers and authorities conferred by “ The Fisheries Conservation Act, 1884,” I, William Francis Drummond Jervois, the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, do hereby make the following regulations ; and I do order that they shall have force and effect in the streams and waters specified therein, and that they shall, as from the date of the publication thereof in the Neiv Zealand Gazette, supersede all regulations at variance therewith.

Regulations. 1. No person shall use any net for the purpose of taking fish in the Waitaki River or its tributaries, or within a radius of one mile from the middle of such river, at the place where

it flows into the sea at low-water ordinary spring-tides: Provided that this regulation shall not prohibit the use of a landing-net by a person duly licensed to take trout, perch, or tench with rod and line. 2. Regulations. 1. No person shall use any net for taking fish in the Aparima River, Southland, or at the mouth or entrance of such river as herein defined. 2. Any person offending against the provisions of the foregoing regulation shall be liable to a penalty not exceeding fifty pounds. 3. For the purposes of the above regulations the mouth or entrance of the Aparima River shall be deemed to include all the waters within an arc of a circle, of three quarters of a mile radius, drawn seaward from the flagstaff at the entrance to the said river ; the points of such arc resting on the foreshore on the line of high-water mark (ordinary springtides), and distant respectively three-quarters of a mile from the said flagstaff.
