The winner of any flat race after the declaration of weights, to carry a penalty of 71b, and of every additional race 51b. extra in all handicap flat events. 3. Entries by telegram must give full particulars of the horse, and must be confirmed in writing at the earliest opportunity. 4. Owners, trainers and other entering and accepting horses for this meeting are notified that no entries or acceptances will be received unless accompanied by the necessary amount in cash. 5.
