THE TIED HOUSE SYSTEM IN VICTORIA.
We learn from our exchanges that Mr Bailes' Tied Houses Abolition Bill, which now awaits its second reading in the Victorian Legislative Assembly, has been circulated. The measure consists of three clauses, which are as follows -1. This Act may be cited as the Tied. Houses Act, 1902. , 2. Any covenant or agreement binding, the holder of a license under the Licensing' Act, 189 Q, or any Act amending the same, for the sale of intoxicating liquors, to purchase such intoxicating liquors, or; any part thereof, .from any specified person or persons, on trading company, or body corporate, only entered into after the passing of this Act, shall be deemed to be an unreasonable covenant or agreement in re•traint of trade, and shall be void. 3. Upon any application for the grant of a certificate to obtain a license for the •ale of intoxicating liquors, the Licensing Court ' shall require the applicant to satisfy the court that he is not under such covenant or agreement as aforesaid, and also that he is'.possessed of a tenancy of the premises for which such application is made for at least the period to which the license relates, and unless so satisfied the court shall not grant such certificate. • It is possible' that the billy which is second on the list, may come on for discussion while the Upper House is dealing with the - Boform Bill.
